A mental disorder where a person lacks awareness of surroundings?

I met a person who seems to be unable to  notice things.

EX, The landlord installed a water filter on the sink they use more than three times a day, and they did not notice it until it was pointed out to them about 3 days later.

They also don't seem to be bothered by the clutter and mess around them (for a whole year).

They also have a very short fuse when it comes to other people like when they have to re-explain something (to another person when they only explained it to a different person):EX : "as i said before thats not how its done" -he will yell that,   even though he never said it before(he actually said it to someone else when the other person was not present).

(even though its actually harder to explain things to that person because he seems to be lacking in comprehension, and even when explained to him he seems to forget, and when you give them notes as reminders, they just look at it, doesn't read it, and later asks you what it is while they are already holding it  in their hands :ex: how to reset the house alarm if it gets buggy(repeatedly beeps)    "open both front doors, (step1)  close them (step 2)  punch in the house alarm code twice (step 3) )

is it possible the person has Dissociative identity? schizophrenia? bipolar?   what conditions typically match?

person also seems to have or lacks social norms (does not have boundaries and shame, will ask and expect things that are not owed/ off limits) and seems to not care about consequences
