Why is being quiet seen as a personality defect in the West, but not in the East?

what a loud mouth american , lol , your dreaming , americans are known to have load mouths ...

Anyone being quietly polite is always welcome in any country. It's only certain ethnic groups in America who are loud , boisterous and over the top. Generally, Western people are gracious, humble and reserved. 

Because western women control everything and they’re a bunch of gossiping, emotionally unstable, nagging loud mouths. That’s why. 

Because most Americans don't know what the capital of their own state is.

In the arab world, they describe people with quiet/shy personalities with the word "fagirah" the literal translation means poor, but that is not at all what they mean. They see it as a good thing, someone whos fagir/fagirah is someone who is very kind, very helpful someone who sees the good in everyone. Growing up super shy I would always get that word thrown at me which would help me a lot with my confidence because in school it got viewed as a bad thing but around my family they admired it

That's an interesting observation.  Maybe because America emerged from the wild west days, where men wore guns just to be able to survive an attack from someone else.  Being quiet got you nowhere, but making a lot of noise scared away all kinds of evil bad people.  In the east of America, I would assume it would be similar.  A need to keep order, when the Red Coats were killing us, etc. The History of the two countries is quite different, so I would think that the people of each country reacted to what was happening in their own country in their own way.

It is a personality disorder.

Huh?  I have been an American for more than 50 years and have never heard of such a thought.

I presume it has to do with culture.

Because alphas get the most power and control and money. And arent passive and submissive which a lot of people see as weak. And they are war crazy bullies. I agree with the east thing.. Fukc these people...
