Rent to own: in the rental phase, before the contract is fulfilled, who pays the bills for repairs to the structure and appliances, etc.?

Update:

Since the house is not technically owned by the renter until all payments are made, it stands to reason that the seller would have to continue the upkeep of the house, doen't it?

    That's an issue that should be covered in the RTO agreement. Absent any agreement then it's treated like a conventional lease and the landlord is responsible.

    The contract should address who is responsible for repairs.
