Is my bank pulling a fast one by not sending a replacement card?

I have a prepaid debit card that is about to expire this month yet the bank hasn't sent me a replacement card. When I checked Q&A, they said I can reorder a card but it'll cost $30 including shipping. So do you think they purposefully didn't send the card so they can charge me?

    I think you should simply talk to them on the phone to explain the situation.  If they don't help you without a fee, then find a more grown up method to handle your transactions.  A pre-paid debit card is nothing more than a gift card which do expire in many states.
