Is Trump really the first President since Carter to not enter any wars?

Trump surrendered to the Taliban.  Heck of a way for the USA to end a war.

Trump killed an Iranian general.  He tried to start one with a country we had not faced in battle.  Trump let Kim in NK use him as a cover for continued weapons development.  Kim sent him a few "beautiful" letters to stroke Trump's ego.  Trump fell in love while Kim's military weapons went unchecked.

Our allies stopped trusting us to have their backs.   

Trump's foreign policy was a disaster from beginning to end.

He didn't start any new wars, in spite of wild threats, because his generals stopped him.  He didn't end any old wars because his generals stopped him.
