Who are the Franks?

Are they from German land or Dutch land?

    Some Dutch dialects are considered Frankish, some in the east are considered (lower) saxon. Frisian is a language in its own right.

    In Germany, a part of the Bundesland Bavaria is called Frankenland, and the people from there are often not acknowledged as real bavarians

    I have read somewhere that they were a Germanic people from Frisia (which is in The Netherlands).

    The Franks are the inhabitants of what became France.  They spoke a Dutch-like language, though more primitive than Dutch and therefore grammatically more like German.
