You need advice with what?  You have stated your mom gets "involved" with your money business. So tell her to back off, if you don't want her involved. You talk about your income--okay. If you can pay your bills and rent, what advice are you asking about?  And then you talk about the landlord being able to get money--that's really not your concern. I honestly can't figure out what it is you're actually wanting advice about. 

Pay your rent.  You have income so you CAN pay your rent.  Evictions can and do go forward when you are in such violation of your lease.  Why did you rent something you could barely afford?  Stupid.  When your lease is up, find a rental you can afford.

Landlords CAN kick tenants out before may.  If you lose your job due to COVID, and you have to provide proof from the employer, then they can't kick you out.

So what do you want advice on.  Instead of worrying about what money landlords can apply for, how about your husband getting a second or full time job and you working too.

Just because there's a moratorium on evictions doesn't mean you get to live there for free. You should have been paying your rent all along. The money that landlords can apply for is supposed to be to help them through this period when people who have lost their jobs due to Covid can't pay their rent.  The landlord still has property taxes, a mortgage payment, and possibly utilities to pay. It's not for people like you that have a steady income and just don't want to pay.

If your Mom is helping you pay basic bills such as rent at age 48, then she has every right to "get involved" in your money management and make suggestions about ways that you could do better. The alternative is that you stop accepting her financial help and take FULL responsibility for your own finances.

Just because you can't be evicted right now doesn't mean you don't owe rent. You are screwing your landlord and sooner or later that's going to come back. Whether you get evicted and sued when the eviction moratorium ends, or whether the landlord finds another technicality to use to kick you out. And when that happens you'll have a judgement on your record for unpaid rent from a former landlord, and you can forget about renting another apartment for the next 7 years. Either get used to sleeping in your car, or move in with Mom and listen to her input on your poor financial choices every single day.

Sounds to me like your husband needs to find another job, either a full time job or a 2nd part time job. And you need to look for something that you can do with your disability to bring in some extra cash. You also need to slash expenses and prioritize your spending. Rent, utilities and basic necessities like food and hygiene products should be the first priorities. If that means you can't afford to eat out or keep your Netflix and PlayStation accounts then that's what it means.

EIDL is a LOAN.  That the landlord has to pay the loan back WITH INTEREST.

It is NOT FREE MONEY!!!

If there is other money that would be based on your local law.  MOST LANDLORDS ARE NOT GETTING HELP WITH UNPAID RENT DUE TO TENANTS FAILURE TO PAY DURING COVID!

What advice do you need?  You have not asked a question.

- If your rent is to expensive, move somewhere that is less expensive.

- If you can't afford your bills, your husband needs to get a full time job

- If you can't afford your bills, you need to get a job that you can do with your limitations.

You are middle aged.  You can't run to mom all the time for money.  She is elderly and does not need the stress that your financial situation has on her.

What the landlord can or cannot apply for has nothing to do with you or your owed rent.
