Why were you watching it?  It's a parade, a show. That is what announcers do at parades and shows.  gush about the decor and the fashion.  The parade itself is pretty boring after all.  Yeah, President is walking.  He is still walking.  Oh look, he stopped to say something.  Now he is walking.
