Leeds (twice), Arsenal and Newcastle won the Fairs Cup before Tottenham won the UEFA Cup
Celtic have had more European and domestic success than City ; but it's difficult to compare teams from different countries. They did meet in the Champions League group stages : 3-3 in Glasgow ; 1-1 in Manchester. And City qualified from the group. Celtic were on their way to a British record of 69 matches undefeated domestically at the time ; though these two results weren't included in the total
If City win the Champions League, they'll've more European trophies than Celtic ; but the Glasgow side've also lost a World Club Championship Final (after a 3rd game), a European Cup Final (aet.) and a UEFA Cup Final (aet.)

Celtic have more of 'history', they were the FIRST BRITISH Club to win the European Cup (Champions League) and Manchester United were the FIRST ENGLISH club to win the European Cup (Champions League) however Tottenham Hotspur were the FIRST BRITISH AND ENGLISH club to win a European Trophy when they won the European Cup Winners' Cup in 1963.
Tottenham Hotspur were also the FIRST club ever to win the Uefa Cup when it started in 1972.
Celtic had Jock Stein - a colossal name in World Football and a massive influence on so many modern day greats including SAF.
Interestingly, SAF learned from him - Jock Stein was his Mentor you see.
Celtic won 9 successive SPL titles under Jock Stein, and given all of the above mentioned - the fact they were the first club from Britian to win the Champions League, that makes them in my eyes no less than Man City in terms of size however Man City are the new age mercenaries and an example of what tremendous amount of wealth can do over night, and turn a club into a powerhouse.
Liverpool, Manchester United and Celtic FC are massive names in world football and made their names a long time ago.
I'd say Celtic are the bigger club in terms of history.
Celtic didn't need a billionaire owner to buy a CL, so there is respect there.

If Celtic play in a British league, along with Manchester City, then Celtic are the bigger club, as they are from a bigger city, and have a larger worldwide support.
However, currently Manchester City may be bigger, due to the league they play in, and the money the league generates.

depends which criteria you want to use, i mean if were going for highest ever ground capacity, well , it wouldn't even be a contest, but there are more significant variables to look at

Celtic, City will always be a small little oil scum club. Celtic at least have an organic international fanbase which is quite good considering the SPL is a small league in European terms.

Historically Celtic. Based on current circumstances, Man City. Though City has taken big advantage of the global reach of the premier league. I still think based off UK fanbase alone, Celtic and Rangers have bigger fanbases than most premier league clubs. It's only when international fans are factored in that City, Chelsea etc become bigger.

Put Celtic in the english premier league they'll be a mid table team at best ,,, Celtic and Rangers are big fishes in a small pond
