What does "the future of those rich" mean?
The sources of Japanese expansionism were deep and complex. Of immediate importance was the rise of Chinese nationalism in the 1920s and the threat this posed to Japan’s interests, especially its imperial holdings in Manchuria and its visions for the future of those rich northern provinces of China.

Japan had plans for the northern provinces of China, that would benefit them in the future, and the rise of Chinese nationalism was possibly going to put a stop to the plans Japan had regarding that area. In other words, Japan was looking to cash in on their ideas for Northern China, and Northern China was possibly going to put a stop to those plans.

It's talking about what's going to happen to those provinces in the future.

Why do people cut phrases in the wrong place and expect them to have meaning?
rich northern provinces is the thing that is "those". not those rich, but those rich northern provinces. the sentence indicates concern about the future of those particular regions.

It means 'more prosperous'. Like where people have much more money than elsewhere in China.
