Nothing. They are both better off for being under the jurisdiction of the UK. Some Scots and Irish people are upset over matters of independence. That's it. Independence in and of itself is not enough to warrant fighting or separation. They wouldn't even govern themselves differently than how they are being governed now. The laws would stay about the same. Nothing England can do is going to make them happier, because it isn't a matter of politics or law or economy. It is purely about independence, so nothing will make them happy.
