The Basic Speed Law says that...?

A) you may drive only as fast as is safe for the prevailing g conditions 

B) you should basically drive the speed limit.

C) you can be arrested for dealing “speed” from your vehicle.

D) you should drive no slower than the base speed.

    The answer is 

    A. You may operate a vehicle as fast as weather and road conditions allow for safe useage .

    Lets say your traveling in a 3 lane semi - highway road with a 40 , 45 , 50 , 55 speed limit and traffic flow is normally on such road is fairly clear light / moderate conditions and people move on average 50-65 miles per hour in a nice steady flow while being safe for the most part .

    But take the same road now its either foggy , heavy rain or even icy / snow conditions going the speed limit could be considered reckless and too fast for conditions when the vehicle your driving can't stop or be controlled properly on time and is about safety .
