"Negotiation" requires very little skill if you've got money that the other side desperately needs and will do anything to get. The functions of the office of the Head of State should not be confused with the quality of the actions of the incumbent which the Electoral College appointed.

No money was paid or ever will be. It was something NK slipped in the agreement that the US had no intention of honoring. He was released without payment.
