If Arizona does not do daylight savings time, then why do the Indian reservations therein do DST?

The Navajo have DST because their territory stretches outside of Nevada.
The Hopi don't observe DST.

It's because the reservation isn't all in Arizona; it's partly in Arizona and partly in another state (which does do DST) and they want the time to be the same for the whole reservation.
