Why can't congress Vote and override the Veto?
2/3 vote in both houses will override a Presidential Veto and end the Shutdown.

They can, but the Senate Majority Leader has to call a vote and Mitch McConnell is refusing to do so.

Because Mitch McConnell has refused twice now to put forward any vote which the president would veto.

Both houses of Congress have to pass a bill first. With voting on party lines you will never see Congress override any veto.

Trump did not veto anything.
congress has never passed a spending bill and sent it to Trump to sign.
the shut down is because the democrats refuse to vote on the senate bill, spending bills require 60 votes and republicans only have 52 seats in the senate.
