Are police officers allowed to smoke marijuana (off duty of course) as long as it is within the constraints of the law?
, and in states where its legal? Or are they not allowed to have it in their system at all because of the nature of their job?

Probably not. Legal in a state or not, a police officer, even off duty, needs to be completely sharp at all times. Many work places, including police, fire, EMT's, hospitals, etc. do no allow even off duty personnel to partake of any drug not medically required.

Depends on the department. There are no, nor will there likely be, sate laws on the subject. Recreational marijuana laws are new and things have not settled out.
Those who hold a medical marijuana card cannot be armed by Federal rules, so therefore they cannot be cops. Whether they smoke or use on or off duty.

I would think with mandatory drug testing, it wouldn't be a good idea for a police officer to smoke marijuana.

No. Employers are still allowed to require their employees to be drug free.
Marijuana is currently legal by state law in Colorado and Washington. There are other states that permit medical use.

Absolutely no, can't even drink alcohol within 12 hours of duty. violators get a suspension without pay.
