How do I hook my small pond pump to solar panels

If it runs off of a 115 VAC plug-in power source, that is not likely a wise choice. It will be less expensive to purchase a solar powered pump.
But if you insist, you must set up solar panels, storage batteries, an inverter, and let those components supply the needed 115 VAC power.

Match the panel output to at least if not greater than your pump wattage, use a charge controller and have a battery in the circuit to act as reserve and as a accumulator of sorts for the system. I am assuming the pump is 12VDC.
