how much does a car depreciate after it is stolen but recovered?
it is a 2011 BMW 528i. it was stolen for about 3 weeks and the thieves revved it out. it has 101,000KM on it

No specific amount. Roughly the amount of visable damage.
That's assuming the 'theft recover" is not reported to the DMV and unless they deemed it a total loss and paid you for it, it probably wouldn't be.
If that was the case, it could be deemed a prior salvage which could devalue it by 20-30% or so.

It's not a given that there is any depreciation at all. However, if it has unrepaired damage, the value will obviously be impacted by how serious the damage is.

What damage was done as I couldn't find a definition (urban or proper) for "revved it out".

It does not depreciate. If there is damage and if you have comprehensive insurance, you insurance will cover the repairs.
