What is the quartile coefficient of skewness?

Before this question I have been asked to calculate the lower and upper quartiles of a set of data. I assume these are something to do with this question. I assumed at first that I had to calculate the coefficient of skewness of the lower quartile, but I just want to make sure that I am correct.

    This is defined as

    [Q1-2Q2+Q3]/[Q3-Q1], where

    Q1 is the lower quartile, Q2 is the median, and Q3 is the upper quartile.
