Should I call 911 if there is a police officer nearby?
A car just crashed outside my house. Flipped over and everything. Nobody was on their phones I'm assuming because there was a police officer nearby that ran to help already. Should I have called 911 or would that have just wasted time where an operative would be focusing on the cop's call?

If an officer has already responded to the incident, calling 911 is not necessary. If an officer happens to be in the area, but hasn't responded, calling 911 is a good idea. It probably wouldn't have hurt to call 911, but aside from recording your call, there really isn't much they can do that the officer on the scene hasn't already done.

No need. The only reason to call is to get an officer there. If the officer needs additional help they will call by radio.
If you were a witness you should go talk to the officer. If they have already left, call the non-emergency number and tell them you were a witness.

An operative what do you mean by that.
Are you talking about a dispatcher.
You call 911 to get the law there not if they are already on scene.
You slow up the dispatcher if they are trying to dispatch fire and rescue.
