Infrastructure pertains to the development of the country in Roads, buildings, Railways, Freeways, power stations, industrial plants and the like.
What the hell does --immaturity have to with creating all that?
The fact is, the infrastructure there is nil, zero. In Cebu for example, in 25 years I have been going there, no garbage collection, so NO waste disposal centre. Where are any public amenities like libraries, community health centres, schools with any equipment and teaching aids. A road you can get out of second gear without being bounced out of your seat or even a working set of traffic lights?
Philippines infrastructure? You mean the tired, rusty and worn out and ancient RORO'S that have a nasty habit of sinking and drowning hundreds? What railroad? What organised public transit system ? What decent and constant electricity and water supply?
I haven't seen them. But by all means, tell me where any of this is located as in my travels, it has all been hiding somewhere.
Cant for the life of me think what you mean by immature infrastructure but being Filipino I know somewhere, somehow, that makes sense to you ?
But in English ?? Dumbest question ever.

The Phils is a Third World country and can only be compared to other similar countries. The large city population makes it hard to meet the needs of all people, but there are a few positives and plenty of negatives.
The National Hwy which runs from Ilocos in the far north, to Mindinao in the south is quite a good road with good maintainence under the responsibility of each province. Some provinces do s very good job. And the inter city private bus service is good.
The Metro Rail Systems of MRT and LRT in Metro Manila are very good but extremely overcrowded,
Water and electricity is a moderately good service, but eletricity is overprioced.
However, the infrastructure is not good enough to meet the needs of city dwellers, that's a fact.

It's not sufficient to feed it's population, they should build more to stop it's population seeking their future in other countries. But maybe the issue is political, starve the people so the rich can manipulate, maltreat it's inhabitants, mold them the way they like, like in Egypt, and the middle east countries along with africa and south america. Maltreat and manipulate it"s always been the case in the Philippines, due to that those rich ones in the country practice slavery against the population, inhumane manner is widely practice by rich chinese filipino, filipino nationals and migrated chinese.

poorly designed is a better description.
I have many times seen wads of utility cable where birds could nest.
