Because they are becoming so widely accepted. I'm sure there were plenty of people who wanted to get tattooed before, but it was looked at as taboo. Now that people are accepting of it, more people are getting them.
Also, because we live in a society where our youth acts ridiculously and is going all "YOLOPOCOLYPSE" on us. Beware of the finger mustache tattoos.

To be honest, I think it has a lot to do with the fact that most people get tattoos from an artist in a sterilized room with a fast and clean tattoo gun. If the only method of tattooing was still hand tapping a large needle into your skin while you lied on a bed of leaves in the forest, I don't think many people would get them.
