What would plastic covering signify in a dream..?

In the dream, person travels to a scandinavian country as a tourist and almost everything is covered in plastic. To be specific ~cardboard packaging with a thin layer of semi-opaque plastic film. Streets, buildings, even some interiors.

@ ZiaLucia ~ I have no experience with interpretation but the dreamer is someone I care about so I'm looking into it on that persons behalf and applying symbolism. My first impression was the same as yours: what one may assume about that country, that it's cold....and the plastic covering is ICE.

Good one about the cold. Though it is not directly related in the dream, I think it might relate as 'frozen" as follows:
You got away from it all, but it was all useless, which is what 'in storage' means.
I guess you need to 'unpack' your destinations.
