Do good schools only have division 1?
for example do schools like UNC or UCLA only have division 1 in cross country?
or does universities have all 3 divisions?

If you're referring to the Division I, Division II, and Division III athletics, each university usually only has sports of one of these divisions, although some may have a combination of II and III. It's not like colleges have DI, DII, and DIII teams at their schools. If you want a step down from Division I, which is the equivalent of varsity at a high school, there's club sports and then there's intramural.
UNC and UCLA in particular have Division I sports.
