Yes, there are internet cafes in some hotels. I don't think there is any wifi, though.
Cost - quite expensive.
Speed - not a lot.

at the sandals there is free wifi for the guests. The speed wasn't that great but then I was using my PSP. You have to register your device with the hotel. What they do is call the tech who opens up the router, meets you in the lobby and makes sure you can get access to the wifi and then he takes down you MAC address of your device. Then he puts your MAC address into the wifi router and secures the router again. The router will recognise your MAC address and let you in.
at Breezes it was about 6 CUC for about 15 minutes. Here it is a hard line but I' ve never tried it so I can't comment on the speed.
