Making play doh, can I use vinegar instead of cream of tartar for this recipe?

1 cup of plain flour

1 cup of water

1/2 cup of salt

2 tablespoons of cream of tartar

2 tablespoons of oil

Food colouring

And if si do I use the same amount ie 2 tablespoons. Thanks
