What should i do if my cell phone gets soaked by water?

DO NOT BLOW DRY IT, DO NOT TURN IT ON!
Take the battery and back cover off of the phone. Put the pieces in a container of dry rice (white rice works best), and leave it there for at least 2 days. This will dry up all the moisture even deeper than the surface, which is all a towel would do. After 2 days, put it back together and try to turn it back on.
Trying to turn it on while it's wet will short the phone out, and you could destroy it.
This isn't guaranteed to work, as water can do an infinite amount of bad/weird things to electronics. This is your best chance, though.

Yes, take battery out, all removeable covers, put next to heater or blow dryer. If that doesnt work, you might be screwed. My wife got one wet two years ago, but verizon was able to tell via some water sensitive deal inside. Even with insurance, we had to buy new phone.

if it got soaked in water it shouldnt work so u have to get a new phone, but i heard that if you put the phone in rice it should help, i know it sounds weird and stupid but it should work!

My neighbor said to blow dry it...but TAKE THE BATTERY OUT B4!!!! keep the back off, then remove battery, then blow dry. To be safe, try padding it with a towel first.
