What is good about Bioshock?

With 2007 finally being a year for decent video game releases, I found it odd that Bioshock is hailed as game of the year by so many sources.  I was playing it at my friends house, and it just didn't seem remotely good.  The guns, environment, and monsters seemed cartoony, yet it was trying to be a sort of "serious" game and environment?  The gameplay seemed incredibly linear and the battle was simple point and shoot with the exception of using a few powers here and there.

The little sisters seemed very repetitive even from the little time I had to play it as well.  I ask this question because I feel like I am missing something here, I was thinking of buying the game before I tried it, but after trying it I am having second thoughts.

Does the start of the game just suck and it gets better, or is it just a game that will stay like that for the rest of the game?

This game is a wonder to a lot of people because most never heard or played System Shock 2. Bioshock is essentially the sister game of that masterpiece. Bioshock gets some of the things right. Though confined to a smaller space to most games of this kind, Bioshock is still a sandbox title. The developers really put it in your hands as to how you go about  the game. A lot of people mostly use guns, but I used plasmids as much as possible. 
The story itself is really good, but I have been freaked out more (literally shaking) while playing System Shock 2.
It is possible that Bioshock just isn't your kind of game. It really doesn't progress much further in kinds of enemies, but tries to shock you.
