Should Hong Kong authority amends new law to make a fine to the parking with engine idling in front of a park?

I find very noisy and bad air in front of the city parks in Hong Kong. Many tourist buses are parked in front of many parks in Kowloon every day. Those drivers are just reading newspapers or looking girls pass by inside the buses, at least tens of buses. I felt almost suffocated a few days ago while strolling along the side walk in front of a park.
