Even though drums do not have definite pitch, there are definite pitch changes, so drummers use the neutral clef.
Non-monotone rappers also use different pitches, even though they are not definite pitch. could rappers use the netral clef just like singers use the bass, treble or alto clef?

No. Drums are all tuned to specific notes. Each can only play one note.
A voice has a range. There is no comparison.
