Is it unfair for community service hours to be important for students?
Some colleges and scholarships look at how many hours a high school student has spent volunteering. Going to a beach cleanup, doing a fundraiser for their school, etc. But what if the student has a part time job or a busy life? You can’t expect them to spend 40hrs for community service?

Many places have a requirement for high schoolers to do community service (often 40 hours) in order to graduate. This is to help integrate people into the community, which some see as important as actual knowledge. In these places, if you don't do it - for whatever reason, you don't graduate. Universities know this.
