Can they use it to water their own plants instead?

Recently, the Japanese government has decided to release the water from the Fukushima nuclear reactor into the sea. This has caused much dissatisfaction with its neighbours  as they felt it may contaminate the sea water.

If that is the case, do you think the Japanese Government should just use this water to water their own plants instead? After all, the water has already been treated and so it should be safe. Hence, they can use it to water their own plants instead. I am sure all of you will know, all our governments regularly use water to water the plants in the parks and the public gardens. By doing that, they no longer need to throw the water into the sea and generate dissatisfaction with their neighbours and everything will also be alright.
