It does because many people have low moral standards.  If it wasn't true we would have no need of locks. 

In terms of your second example.  Leaving a key in the car is an offense because it makes stealing a car too easy.  Being drunk and driving is an offense because it impairs your judgment. You knew that at the time you chose to drink.  Therefore it is your fault.

Note that although these are offenses other people are still judged for their contributions to the problem.

In sexual matters a woman who gets drunk has impaired judgment so she cannot give informed consent.  Relieving her of all responsibility for anything that subsequently happens.

Other actions that encourage or incite a male are not an offense. Again relieving her of all responsibility to behave in a reasonable manner.

As for the car the person who takes advantage of this is still wrong and guilty for what they do, but unlike the car the female is given no responsibilities.  Being treated like a child.
