Since they wouldn't be able to use the well known brand name of "Yahoo Answers" it would be a lot less expensive for someone to start their own useless Q&A site from scratch.

Yahoo doesn't own Y!A. It's pretty much as the first answerer stated. Also why comments were removed.

You mean Verizon. Yahoo doesn't actually exist anymore, it's just a brand name owned by Verizon. They won't sell it because it isn't a source of revenue, it has huge legal liabilities, and it would be too costly to fix.
