Why is Walt Disney World in Florida allowing people to travel in from out of state while Disneyland is saying no out of state visitors?

Update:

Is California trying to discourage traveling to keep their covid case numbers down? Like, they don’t want people flocking to Disneyland when it opens?

    FL has had very few restrictions throughout this entire pandemic.  CA has had some of the strictest restrictions throughout this entire pandemic.  The differences in Disney admissions are related to these states' policies on reopening.  CA is trying to limit travelers to popular destinations such as its theme parks, so they are only allowed to open only to in-state visitors for now (Universal and Six Flags have similar restrictions as well).
