If you have small kids and work from home, can your boss still expect you to work full time?

Okay. I don't understand why this question is getting so many negative responses, but my answer is:
It depends on your situation. If you were employed full time and due to the pandemic you lost childcare and have to work from home, then your employer should be sympathetic to your situation and relax their expectations. You can only do what you can in circumstances we did not prepare for and have no idea of what is coming next.
On the flip side, if you signed up for a full time work from home position without arranging for daycare, then it's on you to fulfil the contract you agreed to.
Ask about alternative hours, do your best to find a family member or daycare ASAP so you can work without distractions.

all the details (working hours, duties, etc.) have to be discussed to make sure both the boss and the employee are on the same page. Cases could be different. Everything must be negotiated to see if both parties agree with those conditions.

They expect you to work full-time since that's why you were hired, but it's also responsible for them to accommodate you during these unprecedented times. Let them know you have small kids and see what changes could be made to better ease your work from home and childcare situations.

Of course, the employer can require you to work full time. They hired you for a full-time position and they expect you to work full time.

Yes and yes. That's what it means to work from home.
The people who work in the office in my work place, have been doing this for over a year. Some of them have small children like you and they manage to get their work done. If you have to get some one to help take care of your kids.

Why would your child status have anything to do with your boss’s expectations for your work? Do you think that as a parent of small children you are entitled to different expectations for performance and hours worked? If your job is full time, with full time wages, it is completely appropriate for your boss to expect you to work full time, regardless of your work location or child status. If you cannot manage your children and full time working from home, you may have to cut back on your work, which may mean finding a new, part time position.
This exact situation, made a million times more difficult with the pandemic, is why millions of women have left the workforce in the past year.

If you have children and work from home, your supervisor will expect you to with the same hours total hours that you are in the office.
Most companies are being lenient on when you work those hours.
