How can you tell if a prospective tenant?

is trustworthy if you are prevented by law from doing a criminal background check?

    What kind of insane place would prevent you from doing a background check on a a potential tenant 

    That puts everyone In your property in danger

    You can't.  I rented to somebody who came with good references and he didn't pay the rent on time.

    You ask for references. From his employer, previous landlord and pay slips. Any reticence and you wave them goodbye.
