Is there a way to prevent iPad icons from being deleted by an inexperienced user?

Sharon: Thank you for the informative answer. It's a pity that only 'Award Favorite Answer' is a selection. 'Award Idiotic Answer' would have been more appropriate in this case.

    Do not let inexperienced users use ipads if they don't know how to use them.
