Why do buoys have bells?

I'd think it's so people don't sail into them in the dark, but if you are moving at any type of speed, you won't hear it before it's too late.

    Buoys with bells may be a little archaic.  Yes, it would help ships at night in a time when ships were more primitive. Without any electronics modern ships would appreciate a noisy buoy.  And the bell would also give the captain an idea how rough the water was.
