Obviously a driver who is not under the influence is better but which one of them is safer?

Neither stoners and alcoholics both have bad accidents.  While stoners even have accidents with parked cars.

One beer. If it's someone with a low tolerance to thc they are going to be so high after one joint they will never even see the stop sign before blowing straight through it

Neither, Sorry. Rather ride  my Harley in the Monsoon rain  than trust anyone I dont  know who is impaired. 
(None of my Friends or Family drive drunk or stoned .So, it would have to be a stranger.)
