Yes, Locksmiths can cut new car keys but not all of the have the ability to program the computer chips required by several models.

Generally locksmiths can open locks, key locks as well as make keys. However... with automotive keys, it depends on the make and model and type of key. Some keys require more involved equipment that not every locksmith wants to invest in. Never hurts to ask.

In theory - yes. But some car models have very expensive blanks that cannot be copied.
Newer cars that have some special security measures in the fob cannot be copied.

Basic car keys, yes.
But there are some auto keys that have features that require you to go to a dealership.

Generally, you need to call the one you have in mind. Some don't have equipment or blanks for the high tech keys.
