They didn't choose to explain it to us in a specific way, as per usual. Here is what the banner on the YA main page says:
Per Yahoo:

Yahoo has Temporary Disabled Comments Until they turn them Back on you wont be able to Comment
on any Answers

Verizon Media, NOT YA, disabled commenting on answers at 12:34 am EDT Thursday morning/ Wednesday night because of safety and security. Verizon Media DID SAY THIS. Implies is it is?also for legal liability reasons. Commenting has been disabled across the ENTIRE Yahoo platform. Yahoo HAS DONE THIS BEFORE FOR THE SAME REASONS around the 2016 and 2012 elections. Commenting was restored AFTER the election.

The official explanation was to make Yahoo! Answers a better place. Obviously, we don’t have any more details than this rather vague statement. So we can only speculate.
