Pedestrian literally mean a person on foot. (My choice would be D since only a pedestrian would be reasonably expected to cope with steps, and for many purposes the others would be classed as wheeled.) If this is in the context of roads and footpaths, the answer would be B.

Ohhh, this is a sneaky one! You better not consider choosing C!
A person in a wheel chair is considered a pedestrian. Yeah the chair has wheels and appears to be a 'vehicle' but its not! It his or her legs. He/She is allowed to "walk" on the sidewalk in his/her wheel chair because the wheel chair is his/her legs!
Obviously 'A' IS a pedestrian in the total sense of the word.
BUT that old person riding a bicycle on the sidewalk in the opposite direction (wrong side of the street) is NOT a pedestrian and can be cited for riding the bicycle on the sidewalk AND riding the bicycle on the wrong side of the street! 2 bloody tickets.
Bicyclists must obey all traffic signs and signals and proper road direction! We used to be kids and got away with going anywhere we wanted. But not when you're an adult! You gotta stay off the sidewalks which are for pedestrians not bikes!
So you're answer is of course, 'B'!

A person on a bicycle is definitely not. A person in a wheelchair, it may depend on state law and whether the chair is motorized.
