Ohio governor closed most Motor Vehicle offices, and ALL haircut and nail salons, and ALL tattoo parlors, will we all end up like hippies ?

It takes more than a month or two without a haircut to qualify as a "hippie".  The entire country would be better off with permanently closing tattoo parlors anyway.

I'm your northern neighbor.

I go looking every day for a haircut.

Soon I'll be self chopping.

No we will not. As you pointed out the tattoo parlors are closed. To be a true low life care free irresponsible hippie, you need a tat or two, or sometimes the full Pete Davidson treatment.

We'll be forced to cut each other's hair.  Pick someone who likes you.  Just saying.
