There are thousands of retirees from the US living very happily in Mexican towns like San Miguel. Millions more live throughout the country- many are married to Mexicans or teach English at the universities. People in the US have entirely the wrong idea about Mexico, because they only go to Cancun, and they see videos of the border. The center of the country has a very mild climate and beautiful architecture. The country is full of culture, good food and lovely people.
I have only visited Puerto Rico briefly, but I was very impressed with the way the people were coming back from the hurrican. Why don't you try visiting these places before you criticize them?

Puerto Rico is an island depends on corrupt officials for everything.
There is no easy way to run away!
Otherwise, they are equal. Almost... Puerto Rico can lean on the Taxes from the whole of the United States to feed and comfort the Puerto Rico politicians, and when the local politicians steal or divert the relief money it is OK to blame the U.S. President.

It depends on where in Mexico and where in Puerto Rico. It also depends on how much money you have. It also depends on when.
Right now's not a great time to live in Puerto Rico because much of the island is still without electricity because of the recent earthquakes, which must be disheartening for the people of Puerto Rico, the majority of whom only had just started having electricity again after Hurricane Maria took out 80% of Puerto Rico's power grid in 2017, devastating it so badly that even a year later, less than half of Puerto Rico had electrical power restored to it. HOWEVER, this is not normal for Puerto Rico-- or maybe it is. With climate change, maybe this is Puerto Rico's new normal-- because Puerto Rico has been hit by two more hurricanes since Maria, each of which set back the progress to restore power, and now these earth quakes, which many suspect is the result of water from the hurricanes entering the faults and lubricating them, causing them to slip, which is what causes earth quakes. The upshot to Puerto Rico, though, is it's the United States, which means massive amounts of resources to deal with these issues-- well, so long as a an orange, racist numpty who'd just as soon see it sink into the sea isn't President.

It depends, but on average, living in Puerto Rico. You DO know the PR is part of the US, right? Or are you like Dear Leader and did NOT know that? In any case, I would rather live in either of those two places than Newfoundland.)
