Yes. The House can pass new articles of impeachment any time.

Yes it is they could start impeachment proceedings on him again tomorrow for another charge and it would probably get the same results they be a big media circus for 3 months and then it would get into the Senate probably thrown out again

Yes. Article 10, Section 7 of the U.S. Constitution provides that there can be a maximum of 5 impeachment articles filed in any one four-year term. So the Dems have three chances left. McConnell won't go any easier on them next time, though.
