What does it mean to be 65% Native American?
I took an ancestry test and found out I was 65% Native American , one of my sister who also took a dna test is 98% Native American. We don’t share biological father. I learned that my mother’s biological fathers grandmother was Indian. Is it possible to enroll in a tribe without knowing the origins?

No, you have to be able to trace your heritage to a specific tribe. Each tribe has their own standard of what makes one a member of their tribe.
Is your mother or grandfather members of a tribe? They obviously would have a stronger bloodline than you would, but at least you would know which tribe to apply to.
