It's a startup football league slated to play in the winter-spring months when the NFL isn't playing. There have been several attempts at this (USFL, AAF, WLAF, XFL 1.0). They have all failed and disbanded.

Several years ago, the XFL (Xtreme Football League) was founded by Vince McMahon (owner and operator of WWE wrestling).
The premise at the time was a new way of running football. Every player would be paid the same for example, with bonuses for winning.
It lasted a single season before shutting down.
Mcmahon is currently trying to start it up again.
Its not replacing the NFL, its trying to compete with it.
