You want to encourage more mentally ill, and potentially dangerous people do hang in your local parks? They chase off the taxpayers who come to use the park.  Many are aggressive. They leave trash everywhere.  They say rude things to young women.

My brother is a mental health professional.  He strongly encourages not helping the homeless.

Try the local Red Cross or Salvation Army. 

Anywhere you can feed pigeons should work.

However, if no one feeds them, maybe they will go away.

I agree with everyone who suggested working through a soup kitchen or homeless shelter. You can volunteer there (usually) or you can donate food and hygiene items (but contact the organization first to see what kind of items they accept).

Don’t feed the homeless, it is unkind and unnecessary. Feeding homeless rewards them for being homeless and doing nothing to improve their condition. It makes them dependent on the public and will linger in any location they are fed

Please don't. When homeless know they can get free food, it just encourages people to spend their money on drugs and alcohol. Donate your money to an organization that helps the homeless like an existing soup kitchen
