Is it ratting to complain against Law Enforcement?

I'm NOT cooperating with law enforcement but I complained AGAINST them...Is that considered ratting on the streets?...I don't consider it to be so...I didn't cooperate with law enforcement I just filed a complaint AGAINST them.

    I never complained against the police because snitches get stitches
